The new Hawaii.gov website looks amazing but it is under the hood where it is really impressive – not a dissimilar approach to GDS.  It is becoming clear that this kind of in-house development based on a suite of standardised open source tools rather than a big CMS is growing in popularity and certainly seems to be delivering!
